ÿþ DUXBURY SELECTBOARD MINUTES September 12, 2005 The meeting was called to order at 6:04 p.m. Selectboard members present were Joanne Berno, Todd Liberty, and Jill Smith. Also present were Pam Dever, Harry Rook, David Quenneville, Gary Wickes, Jason Dalley, David Rapaport, and Scott Mackey. David Quenneville gave a current road report. A discussion ensued about last year s project on the Stevens Brook Road. A citizen is still unhappy with the outcome of the project. Todd will call him to talk with him and tell him that the minutes from last fall will show that the project was declared finished and the road was safe. Following this discussion, papers were signed for requested curb cuts. Next was a report on the progress of the work on Meaker Road by Jason Dalley and Gary Wickes. On August 8 they finally received written permission to dig on Marjo s land. On August 10 they moved a machine in and culverts were marked and put in the ground. Jill Smith request the signed paperwork from Jason on the new agreement with the town, which he said was in the hands of his lawyer. When he spoke of his issues with the agreement, it was discovered that he had the first copy instead of the revised copy. Todd gave him the correct copy which he will bring to his lawyer. Jason agreed to sign off on September 27 at which time the current bill for the culverts is due. Since they didn get permission until August to work on the Marjo land, they requested an extension for the completion from October 13 until December 13. Jill Smith moved that the agreement by between Jason and the town be amended from October 13 to December 13 on the Meaker Road project agreement as yet to be signed. Joanne seconded the motion. There was no discussion. All were in favor of the motion. Jason was asked to check in at the next meeting which will be October 10. Next the board listened to and talked with Harry Rook, Duxbury member of the Washington West School Board; David Rapaport, Harwood Union board representative from Duxbury; and Scott Mackey, Waterbury representative to the Harwood Union board. The isssue explained and discussed was the manner in which Duxbury is charged for their costs at Harwood Union given that the 7th and 8th grade students don t go there until high school. Crossett Brook Middle School changed the way in which costs were apportioned. The high school and middle school budgets are done separately and then added together; then Duxbury would be charged for the number of students going to the school, which would all be high school students. In this manner of doing the Harwood budget, Duxbury pays between 10 and 20 thousand dollars more in taxes. In order for Duxbury not to have to chip in for some of the cost of the Harwood Union Middle School, there would have to be a charter change which was attempted at the time Crossett Brook was built; however, Moretown challenged that, and it was thrown out. The charter change could be brought before the voters again asking each town to approve it. This charter change, if approved, would also mean that the Duxbury and Waterbury representatives on the board wouldn t be voting on middle school issues at Harwood as they are now. David Rapaport will raise the issue of a charter change at the next Harwood board meeting on Wednesday, September 21. David Rapaport then reported to the Selectboard on the status of the athletic facilities at Harwood and the perceived ned for new fields. There may be a bond vote in March. It was suggested that fund raising may also be an appropriate way to get funds for this since the taxpayers are reaching their limit. Scott Mackey said that they intend to do some fund raising. Joanne made a motion to approve the August 8 minutes as written. Todd seconded the motion and all were in favor. Jill made a motion that retroactive to August the treasurer will deduct $35 per month from line item 435(food shelf) and transfer it to line item 221(town building electricity). Joanne seconded the motion. There was no discussion; all were in favor of the motion. Jill made a motion that the bill that will be paid by September 27 by Jason Dalley for culverts go into line item 115(culverts). Joanne seconded the motion; all were in favor. Jill made a motion that the bill for $998.12 for disposing of bridge materials be paid out of line item 117(subcontracts). Joanne seconded the motion and all were in favor. Jill made a motion that the decision on moving anything in the food shelf be tabled for another 30 days. Joanne seconded the motion and all were in favor. Jill announced that Thatcher Brook School is soliciting representation from Duxbury on the building committee as they begin the remodeling project. Todd reported that last Friday he received stream alteration approval so that work can procede on installing the dry hydrant. He is asking for a grant to inventory all of the town roads. He will also apply for a grant to do maintenance work on the two bridges on Camel s Hump Road. September 20 there will be a town planning and zoning meeting at 7 p.m. at Crossett Brook with a public discussion. The meeting was adjourned at 7:55 p.m. Respectfully submitted, Pam Dever
