MINUTES OF THE DUXBURY SELECTBOARD MEETING February 13, 2006 The meeting was called to order at 6:00 p.m. Members present: Paul Brusa, JoAnn Berno, Fred Collins, Todd Liberty, Jill Smith Others present: John Malter, David Quenneville, Susan Gillam Mad River Solid Waster Alliance: John Malter of MRSWA reported on the year’s work and upcoming projects. He handed out a summary of the year and their budget stating that basically things are good. They will be starting a website. John shared his views and enthusiasm on a few of the projects after which JoAnn Berno made a motion to accept the budget from MRSWA. Jill Smith seconded the motion and all voted in favor of it. JoAnn then made a motion to extend Diane Lynch’s representation on MRSWA for the next year and extended thanks to her for doing a wonderful job. Fred Collins seconded the motion, and all were in favor. Jill nominated Todd Hill as an alternate to Diane Lynch. Before leaving, John Malter announced that the Home and Garden Show is March 18 and 19 and asked if the town could plow the school parking lot in case there is a blizzard. David said that yes he could do that. Road Report: David said that the backhoe needs some repairs before summer construction season. These repairs will cost $3200. Truck repairs are completed after the recent accident. There is a check from Stowe Insurance for $4100. Jill Smith moved that this check go into Line Item 123. JoAnn Berno seconded the motion, and all were in favor. Todd said that David has done an inventroy of the radios so that we will be able to keep track of them and their repairs. Regarding the possible new Stop sign at Duxbury Corners, Todd has spoken with Steve Gladczuk of the regional planning commission. It seems that there are many issues that need to be addressed before a Stop sign can be installed. In most cases you need 1,500 cars passing through, and currently there is not enough history data to say it is a problem area. David is making phone calls to get two bridge replacements underway. Grants are available, but the town will need to put some money toward it. If we can get the grants, we will call a special town meeting. David will be renting a chipper and will work out a deal with Valley Rent All for four weeks worth of rental at $800/week. He will set it up so that he will be able to chip when he can. Fred Collins reminded him to communicate with the land owners about what he is doing. Salt and sand supplies are doing well. The Winooski Street Stop sign is sitting in the shop; it was found in the river. Regarding road postings, two notices have to be posted regarding weight limits; one will be at the Duxbury Store starting around March 1. Central Vermont Community Land Trust: Susan Gillam from CVCLT explained to the board that they had received a grant from the Vermont Department of Community Affairs to set up a revolving loan fund in several counties, including Washington County, to assist home owners to do safety upgrades and weatherization to their houses. Interest rates on these loans vary from 0% to 6% based on HUD’s median income levels. She needs the selectboard to pass a resolution so that her organization can begin to work with the people in the town who would take advantage of this program. After some questions and discussion, Fred Collins made a motion to accept the resolution from the Vermont Department of Community Affairs allowing them to work with people in the town of Duxbury. Todd Liberty seconded the motion, and all were in favor of it. Susan will send a copy of the resolution to Ken. Minutes and Bills Approval: The DRB would like a pin set for the end of the Devlin Road so that we know where Devlin Road ends. The board authorized David to investigate this. Changes were made to the January minutes as follows: The paragraph titled Public Hearing on Zoning Amendments with Planning Commission was rewritten to state: “ Katherine Gjessing reported on the December 14 Planning Commission hearing which focused on bringing Duxbury zoning into compliance with state changes by the legislature last year. They corrected some numbers and changed quite a few definitions. A new statute states that if you didn’t participate in a review before the Development Review Board, you can’t appeal. Ms. Gjessing presented the board with an overview of that hearing. The selectboard’s hearing was held with no public input or no recommended changes. The commission will write the article and give it to Ken to include in the town report, and it will be voted on by Australian ballot by the voters in March.” Another change to the January minutes added the names of the budget committee who met with the selectboard on January 16: Lars Dixon, E. Bruce Nelson, Chris Cote, Jeff Isham. The January minutes were approved with the above changes. Fred Collins made a motion that the treasurer be instructed to pay the minute taker for the selectboard $500. JoAnn Berno seconded the motion, and all were in favor. Bills were signed following which the board discussed details for Town Meeting on March 7. The board still has not received a copy of the Meaker Road agreement with Jason Dalley.
