MINUTES OF THE DUXBURY SELECTBOARD June 12, 2006 Members present: JoAnn Berno, Fred Collins, Craig Isvak, Todd Liberty Others present: Ken Scott, David Quenneville, Jason Dalley, Mark Morse, Donny Welch The meeting was called to order at 6:30 p.m. Road Report: David Quenneville reported that they are grading when they can; more grading will start when things dry out. David then talked with the Board about the Turner Hill Project and the question of how the town would compensate Ruth Connolly for the approximately 1/3 acre of her land the town needs to use for this project. All four board members present agreed that we should do something for her. Todd Liberty made the motion that the issue be tabled until we can talk with Paul Brusa. The motion was seconded by Craig Isvak, and all were in favor of it. JoAnn Berno gave David Quenneville a new time sheet to look at that was drawn up by Ken Scott. David liked it so JoAnn made the motion to accept the new time sheets with a couple of small changes that Ken Scott has acknowledged, and the employees will begin using them on June 19, 2006. Craig Isvak seconded the motion, and all were in favor. Mowing will begin on the sides of the roads by the first of July. Craig asked that the Town of Duxbury sign be trimmed. David will take care of that. The Board then discussed the progress of several other road projects. Townspeople to Address the Board: Jason Dalley was at the meeting to finalize business concerning his project on Meaker Road. David Quenneville and Todd Liberty reported that he had done a good job and the project appeared to be complete. Todd Liberty made a motion that we accept the conditions of the verbal agreement we made with Jason Dalley declaring his obligations as to the reconstruction of Meaker Road fulfilled satisfactorily per recommendation of David Quenneville, Road Foreman. Fred Collins seconded the motion, and all were in favor. Minutes and Bills: Bills for the month were signed. Fred Collins made the motion to accept the minutes of the May 8, 2006, Selectboard meeting. JoAnn Berno seconded the motion, and all were in favor. Town Office Building: Fred Collins reported that he hadn't been able to reach Wayne Walker regarding helping himwith a design for an expansion of the town office building. Instead, though, he would like to contact the Norwich University Architectural Department to see if they would be interested taking this on as a project. All agreed that this was a great idea. If, however, that doesn't work, it was agreed that a committee of townspeople would be formed to work on this design. Duxbury Historical Society: Mark Morse and Donny Welch came to the meeting to discuss the progress of the Duxbury Historical Society. The group has grown tremendously in the last six months with 68 people attending the last meeting. Many items of historical significance have already been donated, and they need a place to store and/or display these items. They have learned that it maybe possible to get a grant from the Vermont Historical Society to pursue this quest. After some interesting discussion about the society and possible locations for their displays and meeting room, Fred Collins explained the Board's decision regarding contacting Norwich University's Architectural Program for help with the design of the expansion of the town office building. He suggested to Mark and Donny that if a committee is formed to plan this expansion, they would be invited to join that committee. Todd Liberty then made the motion to allow the Duxbury Historical Society to use the large free-standing safe that will be placed in the meeting room of the town garage for storage until further notice. JoAnn Berno seconded the motion, and all were in favor. JoAnn Berno then made the motion to give a key to the meeting room to the historical society. Craig Isvak seconded the motion, and all were in favor. New Business: Jill Smith contacted Craig Isvak regarding finding a person to continue writing the column "Bits and Pieces" which had appeared monthly in Exit 10 and The Valley Reporter. All agreed that it would be great to have someone with the interest, time, and initiative to continue with this article.
