MEETING OF THE DUXBURY SELECTBOARD September 10, 2007 Members Present: JoAnn Berno, Kym Andrews, Craig Isvak, Todd Liberty, Dick Charland Others Present: David Quenneville, Dan MacWalters, Ken Scott, Bob Magee, Jared Hosefros Bills and Minutes: Craig made a motion to approve the minutes of August 13, 2007. Kym Andrews seconded the motion, and all were in favor. Todd Liberty wanted to double check with Ken to make sure that the cost of the digital camera was in the item column for tools. This led to a discussion of when actions which have been passed by the board become official~~ie. Do we have to wait until minutes have been approved for the town clerk to take action. The board all agreed that if we pass a motion at the meeting, then changes can be made tomorrow. If at the next meeting changes are made to the minutes before approval, then the town clerk or other parties can take action accordingly. The board then signed current bills. Town Clerk’s Office: The board discussed with Ken Scott the two proposals for increasing the storage space in the town office. The pros and cons of each proposal were discussed and suggestions were made to visit Moretown and Stowe. Also, Dick Charland reported on his visit to Huntington to see what they had done. Also, it seems that there are some unnecessary things that are now in the vault that could be removed. No decision was made about these two proposals, and Ken Scott needs to get more information from Browns’ River on some details of their proposal. Townspeople to Address the Board: Bob Magee attended the meeting to give a history of the Graham property on Morse Road. Bob was a selectboard member when there was a washout and the town was blamed. Soil conservation got involved as well as the town lawyer and the town was found not to be at fault. The board is investigating the current problem on Morse Road which was brought to the board by Dan MacWalters at the last meeting. The next action the board will take to try to solve this problem is to talk to the town lawyer, look into curb cut permits on the road, and investigate why a swale has been filled in by a town citizen which is causing a large part of the problem. Executive Session: At 7:15 JoAnn Berno made the motion to go into executive session. Craig Isvak seconded the motion and all were in favor of it. The board came out of executive session at 7:30. Road Report: Jared Hosefros of Nortrax Equipment presented the board with a quote for a new grader on a 5-year lease plan. While all agree that it is time to have a new grader, there was a discussion between members of the board and Ken Scott as to the best way to pay for this, keeping in mind that the current capital reserve fund is earning interest. It was decided that both Craig Isvak and Jared Hosefros will each run a spread sheet to determine the most cost effective way to pay for the grader. Todd Liberty said that terms have been reached with Eric Ladensak who will be a part-time employee on the road crew for the winter season. Todd announced that an agreement has been reached with Erik Mogensen regarding the Richardson Road, but the work has not started. David Quenneville is applying for a Homeland Security grant for a generator in the town garage. He is also going to apply for a grant from Vermont Local Roads which grants a $10,000 minimum. The winter sand is done. Now they are working on clearing ditches and cutting brush. Dan MacWalters has requsted that the ditches up on Morse Road be lined with stone. There is money in the budge to fix the River Road guard rails. Ancient Roads: JoAnn Berno reported that she has received a phone call from a Fayston board member with questions about two ancient roads that Fayston is investigating that run from Duxbury to Fayston. After some discussion on this and knowing that there is money available to help towns with this research, the board is looking for townspeople who would be interested in helping with this research. JoAnn is going to call Bryce Goldsboro to see if he has an interest in this, and the selectboard would be interested in talking with any other Duxbury citizens who would be interested in helping with this interesting project. State Farm: JoAnn reported that the State Farm deal did ;not go through. However, Wally Roberts of the Waterbury Senior Citizens is interested in a joint effort regarding the State Farm that would deal with housing and a senior center, and he would like to talk to the board. JoAnn will call him and ask him to come to the next meeting. It would be important for the Development Review Board and the Planning Commission to be there also. Town Maps: Tom Vickery and Jeff Isham attended the meeting to talk about a problem with the town maps. There is a new set of maps with new numbers, but they are large and rolled up inside the vault. The old maps that are used in the office are not up to date. All agreed that the correct maps are the ones that need to be out on the tables, and Tom agreed to look into the price for making the correct maps into a smaller format. Tom Vickery stated that the money for listers’ education can only be used for that purpose. Other Business: JoAnn Berno made the motion that starting with the October meeting we resume with our winter schedule to meet at 6 p.m. Kym Andrews seconded the motion and all were in favor. JoAnn Berno made a motion to accept the highest offer on the logs for sale. Kym Andrews seconded the motion. Four were in favor of it and Todd Liberty abstained. The meeting was adjourned at 9:05.
