MINUTES OF THE DUXBURY SELECTBOARD March 12, 2007 Members present: JoAnn Berno, Craig Isvak, Todd Liberty, Kym Andrews, Dick Charland Others present: David Quenneville, Ken Scott, Rick Scharf, Ernie Engelhart As the meeting was about to begin, Ken Scott handed over the minutes from the March 6, 2007, town meeting to JoAnn Berno. Then, as senior member of the board. JoAnn called the meeting to order at 6 p.m. She then took nominations for a new chair of the Selectboard. Craig Isvak made the motion that JoAnn Berno be the chair with Todd Liberty the co-chair of the board. Kym Andrews seconded the motion and all voted in favor of it. Then a clerk of the board needed to be elected and was defined as an elected officer who has charge of the records of the Selectboard and handles any correspondence. JoAnn Berno made a motion that Kym Andrews be the clerk of the board. Todd Liberty seconded the motion, and all were in favor of it. Town Appointments: The following town appointments were voted on in this meeting: Health Officer—David Specht Service Officer—Cindy Senning Regional Planning Commission—Stan Walker Solid Waste District Representative—Diane Lynch, Todd Hill Fence Viewers—George Welch, Lars Dixon, Zeb Towne Inspector of Lumber, Shingles, and Wood--George Welch Weigher of Coal—Jim Perry Tree Warden—Eric Potter Emergency Management Officer—Keith Marino E911 Coordinator—Keith Marino Zoning Administrator will be appointed at a later meeting. JoAnn Berno made a motion that the newspapers of record be the Times-Argus and the Valley Reporter. Todd Liberty seconded the motion, and all were in favor of it. JoAnn explained to the new members of the board, Kym Andrews and Dick Charland, that every Monday morning two selectboard members view the bills that Ken Scott is going to pay for the week and sign off on them. JoAnn would like to continue to do this and made a motion that Dick Charland be the second signer with Kym Andrews as a back up. Craig Isvak seconded this motion, and all were in favor of it. Vermont Agency of Transportation: Ernie Engelhart from the Vermont Agency of Transportation came to the meeting to discuss with the Board the agency’s plans to replace a 6-foot culvert in the middle of Route 100 north of the Crossett Brook intersection between the bakery and Florence Sherman’s house. The culvert has been there since 1958 and needs to be replaced before planned repaving begins on Route 100 this summer. The plan is to close Route 100 to through traffic while the culvert is being replaced which should take about two weeks and during which time they will detour traffic. They are hoping to begin this project during the schools’ April vacation which starts on April 13, 2007. After some discussion about the project and the repaving project, it was decided to notify town residents through a mailing, and David Quenneville will notify the fire department and emergency crews, Harwood Union, Crossett Brook, and the bus barn. David will also be the contact person for Ernie. If anything changes in all of these plans, Ernie will contact JoAnn. Bills and Minutes: Bills were signed. JoAnn Berno then made a motion that the board accept for review the minutes of the annual meeting of the town of Duxbury. Dick Charland seconded the motion and all were in favor of it. JoAnn Berno made a motion to accept the February 12 Selectboard minutes. Craig Isvak seconded the motion, and all were in favor of it. Road Report: Todd Liberty explained his roll as liaison to the road crew to the new board members. He is willing to continue this position for another year. Todd explained to the board that the shop has a humidity issue which must be corrected. Todd would like to pursue looking at options and getting a proposal to have this problem fixed as soon as possible. David Quenneville announced that the roads will be posted this month. Town Clerk’s Office Renovation: Todd Liberty made a motion that Fred Collins continue his roll as the leader on the Town clerk’s office renovation project. Craig Isvak seconded this motion, and all were in favor of it. The project will now go into its second phase now that the town voted to give them money to continue. New Business: Todd Liberty attended the meeting arranged by the Vermont Education Department at Crossett Brook recently at which people learned about the new school governance system suggested by Commissioner Richard Cate. He briefly and clearly explained the differences, pros and cons, between the two systems as he understood it from attending the meeting. Ken Scott would like anyone who initiates a bill to sign off that they have received the goods before the bills gets paid. Then the bill would come to the Selectboard for approval. JoAnn Berno made a motion to pay Pam Dever $750 which is the yearly salary for the person who does the board’s minutes. Craig Isvak seconded the motion, and all were in favor of it. The new board members were informed of the schedule of board meetings. They are held the second Monday of each month at 6 p.m. except for the months of April through September when the meetings begin at 6:30 p.m. The meeting was adjourned at 8 p.m. Respectfully submitted, Pam Dever
