MINUTES OF THE DUXBURY SELECTBOARD September 14, 2009 Members present: Jo Ann Berno, Kym Andrews, Richard Charland, Craig Isvak, Todd Liberty Others present: Ken Scott, David Quenneville, Catherine Gjessing The meeting began at 6:30 p.m. with bill signing. Jo Ann Berno made a motion to accept the minutes of the August 10, 2009 meeting. Todd Liberty seconded the motion and all were in favor of it. Jo Ann Berno made a motion that the Board approve the parts and order from the Fairpoint Communications right of way department at 138 River Road. The specifics are in a letter to the town on file with the town clerk as recorded in Book 110 of the Duxbury Land Records. Kym Andrews seconded the motion and all were in favor of it. Jo Ann Berno made a motion to approve the Vermonot Municipal Bond Bank Refunding which would cover the loan from the gravel pit. Craig Isvak seconded the motion and all were in favor. There is a copy of this document In the minutes. Jo Ann Berno made the motion to approve the Errors and Omissions Report from the listers. Kym Andrews seconded the motion and all were in favor of it. Budget: Jo Ann Berno made the motion that we take $1,300 from S. G. Ireland and move it into Miscellaneous Income. Craig Isvak seconded the motion and all were in favor of it. Planning Commission: Catherine Gjessing attended the meeting to update the Board on the current work of the Planning Commission. She informed the Board that they are working on zoning updates which are not in final draft yet but will be by next month. Most of the changes with a couple of exceptions are housekeeping details. They are working with the DRB and Al Quesnel on this. Topics will include guidance for town lighting, setting height restrictions for renewable projects, and flood regulations as updated by FEMA. At the December Selectboard meeting when these changes are completed the board will meet again with the Planning Commission. Road Report: Dowsville Road project will be done on September 15. Todd and David discussed culverts that need to be replaced. David said they will be doing the bridges this week or next week, and after the paving is done, they will be cutting brush until the snow flies. Richard Charland made the motion conditionally that if there are no objections to the proposal for paving approved at the special town meeting on August 17, 2009, that the paving grant be awarded to S. T. Paving not to exceed $170,000. Jo Ann Berno seconded the motion and all were in favor. Town Clerk’s Office: The Board reviewed the estimates for the interior and exterior repairs of the Duxbury Town Offices. Richard Charland then made a motion to award the bid to Russell’s Painting and Taping. Craig Isvak seconded the motion. The motion passed with 4 yes votes and 1 abstention. Richard Charland made a motion to accept the bid from Bisbee’s for carpet and linoleum work in the town clerk’s office. Craig Isvak seconded the motion and all were in favor of it. Old Business: Richard Charland made a motion at 8:40 to go into executive session. Jo Ann Berno seconded the motion and all were in favor of it.
